On June 1, the UK reported 1,570 new confirmed cases of COVID-19 and 111 new deaths, bringing the total number of confirmed cases to over 270,000. Although the epidemic has slowed somewhat, the UK government is still maintaining strict monitoring.
According to foreign media reports, at 11:30 AM on June 1st, the UK government amended the Health Management Regulations 2020. The amendment stipulates that “no one shall participate in a gathering of two or more people in a public or private place.” In other words, it prohibits two people from different households from gathering in private indoor places during the lockdown. It is worth noting that the amendment defines a “gathering” as: two or more people appearing in one place at the same time to engage in any form of social interaction or any other activity.
The report states that after the amendment is implemented, it will be illegal for British citizens to have sexual relations with people who are not from their own household in their own home.
The amendment explicitly prohibits two people from different households from gathering in private indoor spaces during the pandemic lockdown. This means that British citizens are not allowed to meet with any outsiders in their homes, and no one can participate in gatherings in public or private places. Those who have already engaged in sexual activity at someone else’s home may have violated the law, and both parties now face the possibility of prosecution.
The amendment states that only those with “reasonable grounds” are permitted to meet in private places, and “no one may stay overnight anywhere outside their place of residence without reasonable grounds.” Anyone who violates the law will be fined £100, which will be halved to £50 if payment is made within 14 days.
Previously, British regulations only applied to things outside the home, such as not allowing people to leave their homes without a valid reason. Now, even things inside the home are being restricted.
On Sunday, human rights lawyer Adam Wagner offered his analysis of the revised regulations on social media, stating: “I can’t believe I’m posting this. Starting tomorrow, it will be illegal for two (or more) people who do not live in the same household to have sex in a private place, as this constitutes a ‘gathering’ of two or more people. I can’t say this is right.”
Another lawyer, George Peltz, pointed out a potential loophole in the bill, stating that, based on his interpretation of the amendments, someone could potentially have sex with a caregiver at home, which could be considered legal for work purposes. Peltz stated that the mere 14 hours between the bill’s announcement and its implementation was “unacceptable.”
George Peltz wrote on social media: “My interpretation of the amendment is this: it is illegal to have sex with your partner indoors unless you live with them, but it is legal outdoors (but violates public morality). However, you can have sex indoors with your caregiver because it is reasonably necessary for their work purposes.”
Furthermore, the amendment clarifies the details of the easing of lockdown restrictions, such as allowing Britons to meet outdoors in groups of up to six. The government’s official guidelines regarding the lockdown state: “You are now only permitted to meet outdoors with people who do not live with you, while adhering to the ‘two-meter rule.’ The risk of transmission from close contact with people from other households is much higher, and based on scientific advice, we cannot guarantee that people can safely meet indoors with people who do not live with us without the risk of infection.”
